What Goes Up Must Come Down

NASA has proved once again that what goes up must come down. Or perhaps more importantly; is there a law on the books for littering in space?
In 2007 during a space walk, astronaut Clayton Anderson tossed an ammonia tank into space making it a 1,400 pound piece of space trash. It was about the size of a refrigerator.
More than a year later, that trash has fallen to Earth somewhere in the Indian Ocean. NASA tracked the trash which after re-entry is approximately 40 pounds in refuse.
Has anyone reminded NASA that we've been going green down here?
